BRITAIN INTERCEPTS WEAPONS EN ROUTE FROM IRAN TO AFGHANISTAN. British officials on July 16 said that they have intercepted weapons being transported into Afghanistan from Iran, the first instance of British acknowledgement of possible Iranian support for the Taliban, Bloomberg reported on July 17. In Parliament, Defense Secretary Des Browne said that British troops interdicted a shipment of arms bearing markings "suggesting they are of Iranian origin" crossing the border from Iran into Afghanistan. The U.S. government first suggested in April that Iran has supplied the Taliban with weapons (see "RFE/RL Newsline," April 18, 2007) and U.S. Defense Secretary Robert Gates said in June that weapons of Iranian origin were undoubtedly flowing into Afghanistan, though he stopped short of accusing Iran's government of involvement (see "RFE/RL Newsline," June 5, 2007). Brown echoed Gates' sentiments, but added that the Iranian government must take responsibility for the flow of arms out of the country. JC

Exit Strategies Would Iran Take Over Iraq? Would Al-Qaeda? The Debate About How and When to Leave Centers on What Might Happen After the U.S. Goes. By Karen DeYoung and Thomas E. Ricks Washington Post Staff Writers Tuesday, July 17, 2007; A01
If U.S. combat forces withdraw from Iraq in the near future, three developments would be likely to unfold. Majority Shiites would drive Sunnis out of ethnically mixed areas west to Anbar province. Southern Iraq would erupt in civil war between Shiite groups. And the Kurdish north would solidify its borders and invite a U.S. troop presence there. In short, Iraq would effectively become three separate nations.
That was the conclusion reached in recent "war games" exercises conducted for the U.S. military by retired Marine Col. Gary Anderson. "I honestly don't think it will be apocalyptic," said Anderson, who has served in Iraq and now works for a major defense contractor. But "it will be ugly."
In making the case for a continued U.S. troop presence, President Bush has offered far more dire forecasts, arguing that al-Qaeda or Iran -- or both -- would take over Iraq after a "precipitous withdrawal" of U.S. forces. Al-Qaeda, he said recently, would "be able to recruit better and raise more money from which to launch their objectives" of attacking the U.S. homeland. War opponents in Congress counter that Bush's talk about al-Qaeda is overblown fear-mongering and that nothing could be worse than the present situation.
Increasingly, the Washington debate over when U.S. forces should leave is centering on what would happen once they do. The U.S. military, aware of this political battlefield, has been quietly exploring scenarios of a reduced troop presence, performing role-playing exercises and studying historical parallels. Would the Iraqi government find its way, or would the country divide along sectarian lines? Would al-Qaeda take over? Would Iran? Would U.S. security improve or deteriorate? Does the answer depend on when, how and how many U.S. troops depart?
Some military officers contend that, regardless of whether Iraq breaks apart or outside actors seek to take over after a U.S. pullout, ever greater carnage is inevitable. "The water-cooler chat I hear most often . . . is that there is going to be an outbreak of violence when we leave that makes the [current] instability look like a church picnic," said an officer who has served in Iraq.
However, just as few envisioned the long Iraq war, now in its fifth year, or the many setbacks along the way, there are no firm conclusions regarding the consequences of a reduction in U.S. troops. A senior administration official closely involved in Iraq policy imagines a vast internecine slaughter as Iraq descends into chaos but cautions that it is impossible to know the outcome. "We've got to be very modest about our predictive capabilities," the official said.
Mistakes of the Past In April of last year, the Army and Joint Forces Command sponsored a war game called Unified Quest 2007 at the Army War College in Pennsylvania. It assumed the partition of an "Iraq-like" country, said one player, retired Army Col. Richard Sinnreich, with U.S. troops moving quickly out of the capital to redeploy in the far north and south. "We have obligations to the Kurds and the Kuwaitis, and they also offer the most stable and secure locations from which to continue," he said.
"Even then, the end-of-game assessment wasn't very favorable" to the United States, he said.
Anderson, the retired Marine, has conducted nearly a dozen Iraq-related war games for the military over the past two years, many premised on a U.S. combat pullout by a set date -- leaving only advisers and support units -- and concluded that partition would result. The games also predicted that Iran would intervene on one side of a Shiite civil war and would become bogged down in southern Iraq.
T.X. Hammes, another retired Marine colonel, said that an extended Iranian presence in Iraq could lead to increased intervention by Saudi Arabia and other Sunni states on the other side. "If that happens," Hammes said, "I worry that the Iranians come to the conclusion they have to do something to undercut . . . the Saudis." Their best strategy, he said, "would be to stimulate insurgency among the Shiites in Saudi Arabia."
In a secret war game conducted in December at an office building near the Pentagon, more than 20 participants from the military, the CIA, the State Department and the private sector spent three days examining what might unfold if the recommendations of the Iraq Study Group were implemented.
One question involved how Syria and Iran might respond to the U.S. diplomatic outreach proposed by the bipartisan group, headed by former secretary of state James A. Baker III and former congressman Lee H. Hamilton (D-Ind.). The gamers concluded that Iran would be difficult to engage because its divided government is incapable of delivering on its promises. Role-players representing Syria did engage with the U.S. diplomats, but linked helping out in Baghdad to a lessening of U.S. pressure in Lebanon.
The bottom line, one participant said, was "pretty much what we are seeing" since the Bush administration began intermittent talks with Damascus and Tehran: not much progress or tangible results.
Amid political arguments in Washington over troop departures, U.S. military commanders on the ground stress the importance of developing a careful and thorough withdrawal plan. Whatever the politicians decide, "it needs to be well-thought-out and it cannot be a strategy that is based on 'Well, we need to leave,' " Army Maj. Gen. Benjamin Mixon, a top U.S. commander in Iraq, said Friday from his base near Tikrit.
History is replete with bad withdrawal outcomes. Among the most horrific was the British departure from Afghanistan in 1842, when 16,500 active troops and civilians left Kabul thinking they had safe passage to India. Two weeks later, only one European arrived alive in Jalalabad, near the Afghan-Indian border.
The Soviet Union's withdrawal from Afghanistan, which began in May 1988 after a decade of occupation, reveals other mistakes to avoid. Like the U.S. troops who arrived in Iraq in 2003, the Soviet force in Afghanistan was overwhelmingly conventional, heavy with tanks and other armored vehicles. Once Moscow made public its plans to leave, the political and security situations unraveled much faster than anticipated. "The Soviet Army actually had to fight out of certain areas," said Army Maj. Daniel Morgan, a two-tour veteran of the Iraq war who has been studying the Soviet pullout at Fort Leavenworth, Kan., with an eye toward gleaning lessons for Iraq. "As a matter of fact, they had to airlift out of Kandahar, the fighting was so bad."
War supporters and opponents in Washington disagree on the lessons of the departure most deeply imprinted on the American psyche: the U.S. exit from Vietnam. "I saw it once before, a long time ago," Sen. John McCain (R-Ariz.), a Vietnam veteran and presidential candidate, said last week of an early Iraq withdrawal. "I saw a defeated military, and I saw how long it took a military that was defeated to recover."
Sen. Joseph R. Biden Jr. (D-Del.), also a White House hopeful, finds a different message in the Vietnam retreat. Saying that Baghdad would become "Saigon revisited," he warned that "we will be lifting American personnel off the roofs of buildings in the Green Zone if we do not change policy, and pretty drastically."
The Al-Qaeda Threat What is perhaps most striking about the military's simulations is that its post-drawdown scenarios focus on civil war and regional intervention and upheaval rather than the establishment of an al-Qaeda sanctuary in Iraq.
For Bush, however, that is the primary risk of withdrawal. "It would mean surrendering the future of Iraq to al-Qaeda," he said in a news conference last week. "It would mean that we'd be risking mass killings on a horrific scale. It would mean we'd allow the terrorists to establish a safe haven in Iraq to replace the one they lost in Afghanistan." If U.S. troops leave too soon, Bush said, they would probably "have to return at some later date to confront an enemy that is even more dangerous."
Withdrawal would also "confuse and frighten friends and allies in the region and embolden Syria and especially Iran, which would then exert its influence throughout the Middle East," the president said.
Bush is not alone in his description of the al-Qaeda threat should the United States leave Iraq too soon. "There's not a doubt in my mind that Osama bin Laden's one goal is to take over the Kingdom of the Two Mosques [Saudi Arabia] and reestablish the caliphate" that ended with the Ottoman Empire, said a former senior military official now at a Washington think tank. "It would be very easy for them to set up camps and run them in Anbar and Najaf" provinces in Iraq.
U.S. intelligence analysts, however, have a somewhat different view of al-Qaeda's presence in Iraq, noting that the local branch takes its inspiration but not its orders from bin Laden. Its enemies -- the overwhelming majority of whom are Iraqis -- reside in Baghdad and Shiite-majority areas of Iraq, not in Saudi Arabia or the United States. While intelligence officials have described the Sunni insurgent group calling itself al-Qaeda in Iraq as an "accelerant" for violence, they have cited domestic sectarian divisions as the main impediment to peace.
In a report released yesterday, Anthony H. Cordesman of the Center for Strategic and International Studies warned that al-Qaeda is "only one part" of a spectrum of Sunni extremist groups and is far from the largest or most active. Military officials have said in background briefings that al-Qaeda is responsible for about 15 percent of the attacks, Cordesman said, although the group is "highly effective" and probably does "the most damage in pushing Iraq towards civil war." But its activities "must be kept in careful perspective, and it does not dominate the Sunni insurgency," he said.
'Serious Consequences' Moderate lawmakers such as Sen. Richard G. Lugar (R-Ind.) have concluded that a unified Iraqi government is not on the near horizon and have called for redeployment, change of mission and a phased drawdown of U.S. forces. Far from protecting U.S. interests, Lugar said in a recent speech, the continuation of Bush's policy poses "extreme risks for U.S. national security."
Critics of complete withdrawal often charge that "those advocating [it] just don't understand the serious consequences of doing so," said Wayne White, a former deputy director of Near East division of the State Department's Intelligence and Research Bureau. "Unfortunately, most of us old Middle East hands understand all too well some of the consequences."
White is among many Middle East experts who think that the United States should leave Iraq sooner rather than later, but differ on when, how and what would happen next. Most agree that either an al-Qaeda or Iranian takeover would be unlikely, and say that Washington should step up its regional diplomacy, putting more pressure on regional actors such as Saudi Arabia to take responsibility for what is happening in their back yards.
Many regional experts within and outside the administration note that while there is a range of truly awful possibilities, it is impossible to predict what will happen in Iraq -- with or without U.S. troops.
"Say the Shiites drive the Sunnis into Anbar," one expert said of Anderson's war-game scenario. "Well, what does that really mean? How many tens of thousands of people are going to get killed before all the surviving Sunnis are in Anbar?" He questioned whether that result would prove acceptable to a pro-withdrawal U.S. public.
White, speaking at a recent symposium on Iraq, addressed the possibility of unpalatable withdrawal consequences by paraphrasing Winston Churchill's famous statement about democracy. "I posit that withdrawal from Iraq is the worst possible option, except for all the others."

Week out of Focus: Washington, Iraq and Al Qaeda By George Friedman
Last week, the United States focused on the state of the war -- not just the one in Iraq, but the broader war against al Qaeda. A National Intelligence Estimate (NIE) was released asserting that al Qaeda has reconstituted itself in Pakistan and is either at or near its previous capabilities. Homeland Security Secretary Michael Chertoff said his gut told him there is an increased risk of an al Qaeda attack in the United States this summer. President George W. Bush said at a press conference that the July 15 status report on Iraq would show that progress is being made in the war. When the report actually was released, it revealed a somewhat more pessimistic picture in some areas. Meanwhile, the Republican Party was showing signs of internal strain over the war, while the Democrats were unable to formulate their own collective position. So, it was a week in which everyone focused on the war, but not one that made a whole lot of sense -- at least on the surface.
In some ways, the most startling assertion made was that al Qaeda has reconstituted itself in Pakistan. What is startling is that it appears to acknowledge that the primary U.S. mission in the war -- the destruction of al Qaeda -- not only has failed to achieve its goal, but also has done little more than force al Qaeda out of Afghanistan and into Pakistan. Chertoff's statement that there is a high threat of an attack this summer merely reinforces the idea that the administration is conceding the failure of its covert war against al Qaeda.
This is not an impossible idea. A recent book by Pulitzer Prize-winning author Tim Weiner, "Legacy of Ashes," provides an extraordinary chronicle of the CIA's progressive inability to carry out its mission. So the NIE claim might well have been an admission of failure. But it was an odd admission and was not couched as a failure.
What made this odd is that the administration is not known to concede failure lightly. During the same week, it continued to assert the more dubious proposition that it is making progress in Iraq. Why, therefore, was it releasing such pessimistic reports on al Qaeda, and why was Chertoff saying his gut tells him an attack this summer is possible? Why make the best-case scenario for Iraq and the worst-case scenario for al Qaeda?
There is nothing absurd about a gut call in intelligence, and much of the ridicule of Chertoff was absurd. Intelligence analysis -- particularly good intelligence analysis -- depends on gut calls. Analysts live in a world of incomplete and shifting intelligence, compelled to reach conclusions under the pressure of time and events. Intuition of experienced and gifted analysts is the bridge between leaving decision-makers without an analysis and providing the best guess available. The issue, as always, is how good the gut is.
We would assume that Chertoff was keying off of two things: the NIE's assertion that al Qaeda is back and the attacks possibly linked to al Qaeda in the United Kingdom. His gut told him that increased capabilities in Pakistan, coupled with what he saw in England and Scotland, would likely indicate a threat to the United States. One question needs to be asked: What should be made of the NIE report and the events in the United Kingdom? It also is necessary to evaluate not only Chertoff's gut but also the gut intuitions of U.S. intelligence collectively. The NIE call is the most perplexing, partly because the day it appeared Stratfor issued a report downplaying al Qaeda's threat. But part of that could well be semantics. Precisely what do we mean when we say al Qaeda?
When U.S. forces talk about al Qaeda, they talk about large training camps that move thousands of trainees through them. Those are not the people we talk about when we discuss al Qaeda. The people who go through the camps generally are relatively uneducated young men being trained as paramilitaries. They learn to shoot. They learn to devise simple explosives. They learn infantry tactics. They are called al Qaeda but they are more like Taliban fighters. They are not trained in the covert arts of moving to the United States, surviving without detection while being trained in flying airliners, and then carrying out complex missions effectively. They are al Qaeda in name and, inside Afghanistan or Pakistan, they might be able to do well in a firefight, but they are nothing like the men who struck on 9/11, nor are they trained to be. When the U.S. government speaks about thousands of al Qaeda fighters, the vision is that the camps are filled with these thousands of men with the skill level of the 9/11 attackers. It is a scary vision, which the administration has pushed since 9/11, but it isn't true. These guys are local troops for the endless wars of the region.
When we think of al Qaeda, we think of the tiny group of skilled operatives who gathered around Osama bin Laden, Ayman al-Zawahiri and Mohammed Atef in the 1990s. That group was capable of planning attacks across continents, moving money and men around the world -- and doing so without being detected. Those people have been the target of U.S. intelligence. The goal has been to capture, kill or bottle up those men in inaccessible places in order to prevent another attack like 9/11 or worse.
If the NIE report meant to say this group has reconstituted itself, it would be startling news. One of the ways this group survived is that it did not recruit new members directly into the core organization. One of the ways Palestinian terrorist organizations have been destroyed is by allowing new personnel into the core. This allowed intelligence agencies to vector agents into the core, map them out and destroy them. Al Qaeda was not going to make the same mistake, so it was extremely reluctant to expand. This has limited its operations. It could not replace losses and therefore weakened as it was assaulted. But it did protect itself from penetration, which is why capturing surviving leaders has been so difficult.
If the NIE report is true, then the NIE is saying al Qaeda not only has been recruiting members into the core group, but also that it has been doing so for some time. If that is true then there have been excellent opportunities to penetrate and destroy what is left of it. But we don't think that is true, because al-Zawahiri and others, possibly bin Laden, are still on the loose. Therefore, we think the NIE is saying that the broad paramilitaries are active again and are now located in Pakistan.
Strange Week in Washington
Alternatively, the NIE is saying that a parallel covert group has been created in Pakistan, is using al Qaeda's name and is mounting new attacks. The attacks in the United Kingdom might have been part of its efforts, though they are an example of why we have always argued that terrorism is technically much more difficult to carry out than it might seem. Those attacks were botched from beginning to end. Unlike strikes by al Qaeda prime -- the core group -- these attacks, if they represent an effort by a new al Qaeda, should be a comfort. It was the gang that couldn't shoot straight operating globally. If Chertoff's gut is speaking about a secondary group in Pakistan carrying out attacks similar to those in the United Kingdom, then certainly there is cause for concern, but nothing like the concern that should be felt if al Qaeda prime is active again. But then we don't think it can be, unless it has recruited new members. And if it has been recruiting new members and U.S. intelligence hasn't slipped someone inside during the process, then that would be not only a shame but also the admission of a major intelligence fiasco. We don't think that is what the NIE is discussing. It is a warning that a group calling itself al Qaeda is operating in Pakistan. That can be called a revived al Qaeda, but only if one is careless with terminology.
It should also be remembered that the United States is placing heavy pressure on the Pakistanis. A report leaked early last week by the New York Times confirmed what Stratfor said as early as January 2004, that a major incursion into northwestern Pakistan had been planned by the United States but was called off at the last minute over fear of destabilizing President Gen. Pervez Musharraf. Or, more precisely, it was called off after Musharraf promised to carry out the operation himself. He did so, but ineffectively and half-heartedly, so that al Qaeda prime was not rooted out.
By leaking the report of the planned incursion, the United States was reminding Musharraf of his guarantee. By issuing the NIE report, it was increasing pressure on Musharraf to do something decisive about militant Islamists in Pakistan -- or the United States would have to do something. Already heavily pressured by domestic forces, Musharraf ordered the raid on the Red Mosque last week, demonstrating his commitment to contain radical Islamism in Pakistan and root out al Qaeda -- or at least that part of al Qaeda that is not part of the isolated primary group. Between the implicit threat of invasion and the explicit report that Pakistan is the center of a new al Qaeda, Pakistan got the message. Whether Islamabad will be able to act on it is another question.
So the NIE report was meant to pressure Pakistan, even if it looked like an admission of the total failure of the intelligence community's mission. Chertoff's warning of attacks this summer was partly an attempt to warn that there might be attacks like those that happened in the United Kingdom -- to which the answer is that one can only hope that they would be exactly like those. Even had they been successful, they would not have risen to the level of 9/11 or even close. And they failed.
The fact is that, in a simple empirical sense, the one thing that has been successful in this war is that there has not been a single follow-on attack to 9/11 in the United States. The reason might be because al Qaeda either doesn't want to attack or lacks the resources. Another answer might be that it has been stopped by effective U.S. counterterrorism activities. This is a subject that needs analysis. In our view, it is the latter. But the simple fact is that the one mission achieved by the administration is that no attacks have occurred.
There have been numerous warnings of potential attacks. Such warnings are always interesting. They imply that the United States has sufficient intelligence to know that attacks are being planned but insufficient intelligence to block them. The usual basis of these warnings is an attack elsewhere. The second is access to a fragmentary bit of intelligence, human or electronic, indicating in a nonspecific way that an attack is possible. But such warnings usually are untrue because an effective terrorist group does not leak information. That is its primary defense. So chatter about attacks rarely indicates a serious one is imminent. Or, and this happens, a potential attack was aborted by the announcement and by increased security. We have no idea what Chertoff saw to lead him to make his announcement. But the fact is that there have been no attacks in six years -- and should there be a strategic attack now, it would represent not a continuation of the war but a new phase.
All of this neatly intersected with Bush's discussion of Iraq. He does not want to withdraw or announce a time line for withdrawal. His reason should be that a withdrawal from Iraq would open the door to Iranian domination of Iraq and a revolution in the geopolitics of the Arabian Peninsula. Bush has not stated that, but it is the best reason to oppose a withdrawal. Not announcing a timetable for withdrawal also makes sense because it would be tantamount to announcing a withdrawal. It tellsIran to simply sit tight and that, in due course, good things will come to it.
The primary U.S. hope for a solution to Iraq is an understanding with Iran. The administration both hates the idea and needs it. A withdrawal would make any such understanding unnecessary from the Iranian point of view and end any chance that Iran will reach an agreement. In our view, Iran appears to have decided not to continue the negotiating process it began precisely because it thinks the United States is leaving anyway. Therefore, Bush must try to convince the Iranians that this isn't so.
Bush has not given a straightforward justification for his concerns from the beginning, and he is not starting now, although the thought of an Iran-dominated Iraq should give anyone pause. But in arguing that the war in Iraq is a war against al Qaeda, and that al Qaeda is getting stronger, he justifies the continuation of the war. In fact, Bush explicitly said that the people who attacked the United States on 9/11 are the same ones bombing American troops in Iraq today. Therefore, the NIE report and Chertoff's warning of attacks are part of the administration's effort to build support for continuing the fight.
Bush's problem is that the idea that Iraq is linked to al Qaeda rests on semantic confusion -- many things are called al Qaeda, but they are different things. Something called al Qaeda is in Iraq, but it has little to do with the al Qaeda that attacked the United States on 9/11. They share little but the name.
U.S. policy on Iraq and the war is at a turning point. There would normally be a focusing down to core strategic issues, such as a withdrawal's consequences for the strategic balance of power. That not only is not happening, but Bush, for whom this is the strongest argument against withdrawing, also seems incapable of making the argument. As a result, the week saw an almost incoherent series of reports from the administration that, if examined carefully, amounted to saying that if you think the war in Iraq is going badly, you should take a look at the war against al Qaeda -- that is a total failure.
We simply don't think that is true. Of course, you can never prove a negative, and you cannot possibly prove there will be no more attacks against the United States by the original al Qaeda. Also, you can claim anything you want on a gut call and if it doesn't happen, people forget.
The intellectual chaos is intensifying -- and with it, the casualties on the ground.

July 17, 2007 Shiite Cleric’s Bloc Returns to Iraqi Parliament
By RICHARD A. OPPEL Jr. and JON ELSEN BAGHDAD, July 17 — The political bloc loyal to the Shiite cleric Moktada al-Sadr announced today that it had decided to resume participation in the Iraqi parliament.
The group, which holds 30 of the 275 seats in parliament, walked out in protest on June 13 after the second attack on the Golden Mosque in Samarra, saying the government was not doing enough to protect the shrine.
That protest, along with a separate Sunni boycott, left the parliament unable to work on important legislation demanded by the United States. Members of the Sadr bloc account for a quarter of the seats in the governing Shiite alliance of the prime minister, Nuri Kamal al-Maliki.
Nassar al-Rubaei, a spokesman for the Sadr legislators, said the parliament was responding to demands that it press the government to protect shrines, Reuters reported.
In April, the Sadr bloc also withdrew its six ministers from Mr. Maliki’s cabinet, to protest the prime minister’s failure to set a deadline for the withdrawal of American troops from Iraq.
In central Baghdad today, a car bomb exploded across the street from the Iranian Embassy, killing four civilians and wounding five. The blast took place a few hundred yards north of the American-controlled Green Zone.
Also in Baghdad, a car bomb that was aimed at an Iraqi patrol near a mosque killed seven people and wounded 13 others, including two Iraqi soldiers.
Gen. Peter Pace, chairman of the Joint Chiefs of Staff, told reporters today that Iraq had undergone a “sea change” in security in recent months, and that this will influence his recommendation to President Bush about how long to continue with his current strategy, The Associated Press reported.
On Monday, a suicide bomber in the volatile northern city of Kirkuk crashed his truck into a compound that includes some offices of a major Kurdish political party and blew it up, engulfing the area in a fireball. Many of the 85 people killed in the explosion were women and children who were shopping in the busy market next to the political offices.
Hours later, the Iraqi authorities said, men wearing Iraqi military uniforms stormed into a village in Diyala Province and killed 29 men, women and children. An Iraqi security official, Col. Ragheb Radhi al-Umiri, said the gunmen surrounded the victims and fired into the crowd. The attack occurred in a remote village north of Baquba, he said, and the bodies of some victims were “desecrated” before the attackers fled.
In an e-mailed response to questions, an American military spokesman in Baghdad wrote that American forces had received a report from the Diyala Provincial Joint Coordination Center about the attack, saying that men “wearing Iraqi army uniforms attacked Adwala village, killing 29 civilians and wounding four civilians,” and that the attackers rode in new Iraqi police trucks. The coordination center serves as a clearinghouse for emergency response services in the province.
No other information was available. If the Iraqi authorities’ accounts are correct, they suggest that the attackers either were able to steal official Iraqi uniforms and vehicles or that they may have themselves been members of the security forces.
The Kirkuk attack is the latest to stoke fears that intensified American military operations in Baghdad may have prompted insurgents to move their operations to locations that can be attacked more easily. The explosion flung bodies throughout the outdoor market and left some of the 185 people who were wounded shouting wildly for help as they ran through the streets with their clothes and hair on fire, witnesses said.
About nine thousand pounds of explosives were used, a senior local police official said. The explosion gouged out a crater several yards deep and destroyed nearby buildings and scores of shops and cars. One of the buildings, the police said, belonged to the Patriotic Union of Kurdistan, the political party that controls southeastern Kurdistan and whose leader is the Iraqi president, Jalal Talabani. No information was available about casualties among party members.
A witness, Sherzad Abdullah, was a few hundred yards away when the truck rammed into the perimeter of the compound and exploded, he said. Stunned and slightly wounded, Mr. Abdullah said he watched the fireball “devour the cars passing on the road.”
One passenger bus burst into flames. “The whole bus was on fire,” he said, “and the passengers were jumping up and down inside.”
The explosion was the single deadliest incident in Kirkuk since the invasion, a city rich in oil with a mixed population of ethnic Kurds, Arabs and Turkmen. The Kurds, ambitious and well organized, are pushing for the city to join the neighboring Iraqi Kurdish region, while Turkmen and Arabs are trying to prevent a full-scale Kurdish takeover.
The enormous amount of explosive material used in the attack was similar to that of a July 7 blast in Amerli, a poor, Shiite Turkmen village 50 miles south of Kirkuk. That attack killed dozens of families who were crushed as their fragile clay-walled homes collapsed.
No group immediately claimed responsibility for Monday’s blast in Kirkuk. But it bore some signs of being the work of Sunni Arab extremists, suggesting that militants have turned their lethal focus to places far from the troop buildup and security push in Baghdad.
The five brigades of additional American troops sent to Iraq this year have so far been deployed mainly in Baghdad, Diyala and areas just south of the capital, where the Third Infantry Division on Monday began an operation meant to cut insurgent supply lines into Baghdad.
Mr. Maliki seemed to acknowledge that the Kirkuk blast could be the work of insurgents who fled central Iraq for easier targets. “The enemy, with his outrageous crimes against civilians, is trying to open the blockade imposed upon him in Baghdad, Diyala and Anbar,” the prime minister said in a statement, referring to offensives by American-led forces and tribal leaders.
The Kirkuk police said the target of the blast was a building housing men from the Kurdish party’s intelligence and security branch. But a party official later said that was not true, saying the bomb struck near a building housing a sports committee and another containing a party relief organization.
The bomber rammed his truck into the blast walls of the compound just after noon, as the adjoining street market was flooded with people heading for lunch or midday shopping. Rescue workers frantically dug through the concrete and rubble and rushed those victims who were still breathing to hospitals.
But many were turned away, told there was no more room because of the wounded still recovering from the Amerli bombing, which killed 150 people and wounded several hundred more. Many people wounded on Monday were diverted to hospitals in Erbil and Sulaimaniya, the two largest cities in Iraqi Kurdistan.
Two more blasts hit Kirkuk later. A bomb in a parked car exploded about a half-mile from the first attack, wounding one person. Another suicide bomber driving a Volkswagen attacked a police patrol in southern Kirkuk, killing one policeman and seriously wounding 10 others, the police said.
Ethnic tensions have been on the rise in Kirkuk, 160 miles north of Baghdad. Kurds have aggressively moved into the city since the 2003 American-led invasion of Iraq, angering Turkmen and Arab residents who feel they are being driven out. The government of Saddam Hussein had resettled many Arabs from other areas in the city, but Kurds believe that Kirkuk belongs in the Kurdish region, which has its own security and in many ways operates separately from the rest of Iraq.

Imagine that an Islamist central command exists — and that you are its chief strategist, with a mandate to spread full application of Shariah, or Islamic law, through all means available, with the ultimate goal of a worldwide caliphate. What advice would you offer your comrades in the aftermath of the eight-day Red Mosque rebellion in Islamabad, the capital of Pakistan?
Probably, you would review the past six decades of Islamist efforts and conclude that you have three main options: overthrowing the government, working through the system, or a combination of the two.
Islamists can use several catalysts to seize power. (I draw here on "Waiting for the Other Shoe to Drop: How Inevitable is an Islamist Future?" by Cameron Brown.)
Revolution, meaning a wide-scale social revolt: Successful only in Iran, in 1978–79, because it requires special circumstances. Coup d'état: Successful only in Sudan, in 1989, because rulers generally know how to protect themselves. Civil war: Successful only in Afghanistan, in 1996, because dominant, cruel states generally put down insurrections (as in Algeria, Egypt, and Syria). Terrorism: Never successful, nor is it ever likely to be. It can cause huge damage, but without changing regimes. Can one really imagine a people raising the white flag and succumbing to terrorist threats? This did not happen after the assassination of Anwar Sadat in Egypt in 1981, or after the attacks of September 11, 2001, in America, or even after the Madrid bombings of 2004. A clever strategist should conclude from this survey that overthrowing the government rarely leads to victory. In contrast, recent events show that working through the system offers better odds — note the Islamist electoral successes in Algeria (1992), Bangladesh (2001), Turkey (2002), and Iraq (2005). But working within the system, these cases also suggest, has its limitations. Best is a combination of softening up the enemy through lawful means, then seizing power. The Palestinian Authority (2006) offers a case of this one-two punch succeeding, with Hamas winning the elections, then staging an insurrection. Another, quite different example of this combination just occurred in Pakistan.
The Red Mosque (Lal Masjid) complex sits at the heart of official Islamabad, the capital city of Pakistan, amid the country's ruling institutions. The vast Red Mosque complex, also known as the Lal Masjid, Pakistan's ruling institutions, boasts long-standing connections to the regime's elite, and includes huge male and female madrassas. But, turning on its benefactors, Kalashnikov-toting burqa-clad students confronted the police in January 2007 to prevent them from demolishing an illegally constructed building. In April, the mega-mosque's deputy imam, Abdul Rashid Ghazi, announced the imposition of Shariah "in the areas in our control" and established an Islamic court that issued decrees and judgments, rivaling those of the government.
The mosque then sent some of its thousands of madrassa students to serve as a morals police force in Islamabad, to enforce a Taliban-style regime locally with the ultimate goal of spreading it countrywide. Students closed barbershops, occupied a children's library, pillaged music and video stores, attacked alleged brothels and tortured the alleged madams. They even kidnapped police officers.
The Red Mosque leadership threatened suicide bombings if the government of Pervez Musharraf attempted to rein in its bid for quasi-sovereignty. Security forces duly stayed away. The six-month standoff culminated on July 3, when students from the mosque, some masked and armed, rushed a police checkpoint, ransacked nearby government ministries, and set cars on fire, leaving 16 dead.
This confrontation with the government aimed at nothing less than overthrowing it, the mosque's deputy imam proclaimed on July 7: "We have firm belief in God that our blood will lead to a[n Islamic] revolution." Threatened, the government attacked the mega-mosque early on July 10. The 36-hour raid turned up a stockpiled arsenal of suicide vests, machine guns, gasoline bombs, rocket-propelled grenade launchers, anti-tank mines — and letters of instruction from Al-Qaeda's leadership.
Mr. Musharraf termed the madrassa "a fortress for war." In all, the revolt directly caused more than 100 deaths.
Mosques have been used as places for inciting violence, planning operations, and storing weapons, but deploying one as a base to overthrow the government creates a precedent. The Red Mosque model offers Islamists a bold tactic, one they likely will try again, especially if the recent episode, which has shaken the country, succeeds in pushing Mr. Musharraf out of office.
Our imaginary Islamist strategist, in short, can now deploy another tactic to attain power.
